It will take place at the World Economic Forum this Thursday and will mark the next stage of the White House's strategy in its campaign to overcome the current multiple tensions.

President Donald Trump will preside this Thursday in Davos, Switzerland, over the signing ceremony for the Peace Council, a new international body promoted by the United States to oversee conflict resolution globally. The event, scheduled for 10:30 AM local time during the World Economic Forum, marks the second phase of the US plan for Gaza and seeks to position the body as an alternative to the United Nations (UN), according to an invitation whose authenticity was confirmed by a US official quoted by the Times of Israel. Only a small number of the invited countries have announced the participation of their heads of state, reflecting the unease of several governments with what they perceive as an attempt by Washington to displace the UN.

The initial proposal, approved in November by the UN Security Council with a two-year mandate, stipulated that the Peace Council would exclusively oversee the management of Gaza after the war. However, the letter sent to international leaders, obtained by The Times of Israel, omits any mention of Gaza and openly criticizes the UN, suggesting the need to “move away from approaches and institutions that have too often failed.”The invitation to join the Board of Directors was sent on Friday to dozens of heads of state. Since then, the governments of Albania, Australia, Belarus, Canada, Cyprus, Egypt, Germany, Greece, India, Israel, Jordan, Pakistan, Paraguay, Poland, Russia, Singapore, Thailand, Turkey, and Uzbekistan have acknowledged receipt of the document, while only Argentina, Hungary, Morocco, and Vietnam have confirmed their intention to join the panel.Israel’s delegation will be represented in Davos by President Isaac Herzog, while Prime Minister Benjamin Netanyahu has ruled out attending. Netanyahu confirmed he had received an invitation to join the Board, but criticized the inclusion of high-ranking representatives from Turkey and Qatar on the operational arm known as the Gaza Executive Board, expressing his disagreement and surprise at the US decision to Channel 12. On Monday, Netanyahu conveyed his displeasure directly to US Secretary of State Marco Rubio and reiterated Israel's opposition to Qatar and Turkey's presence on the Executive Board, although he acknowledged that the White House had already made the decision.

During a speech in the Knesset, Netanyahu downplayed the significance of Qatar and Turkey's presence, describing them as "members of an advisory committee of one of the three commissions, in which they have no authority, influence, or soldiers." Even so, the Executive Board will be responsible for managing Gaza in the aftermath of the conflict.

Israeli frustration with the composition of the Executive Board was also reflected in the decision by a small group within the cabinet not to reopen the Rafah crossing between Gaza and Egypt, ignoring the US demand to resume operations according to the 20-point plan presented by Trump. Israel argues that the reopening should only occur when Hamas agrees to disarm and hand over the body of Israeli hostage Ran Gvili.

Furthermore, the Peace Board proposal includes a controversial clause requiring a payment of $1 billion to secure a permanent seat on the panel after an initial three-year term. French Foreign Minister Jean-Noël Barrot rejected the condition on Monday, stating before the National Assembly that the Board's status exceeds the mandate approved by the UN and is "incompatible with France's international commitments and, in particular, with its membership in the United Nations, which clearly cannot be called into question under any circumstances." France, a permanent member of the UN Security Council, thus reiterated its opposition to the initiative.

When asked about the French refusal, Trump responded: “Well, nobody wants him because he’ll be leaving office very soon.”
